Teamspeak 3 on Windows 2012 r2

I am having an issue connecting to my teamspeak 3 server through my vds. I already changed the firewall settings and I cant seem to get the server up and running. I do not know how to use windows 2012 r2 very well so if there is something I need to do that is different than setting up a ts3 server on a regular version of windows that is all that I am missing I think.
