you had stated in the help forum for Bf3
You can adjust "Round start player count" as low as 4 on the easy setup page here, and at the same time change "Preround start player count" to something lower, such as 2. However, keep in mind that a number under 8 will remove you from "quick play" eligibility.

2 questions about quick play:
1. when we reach that 8 player count does quick play kick back in?
2. does changing your server to hardcore elimanate you from quick play already?

I'm having a problem, where I set it to 4 players to start a round, it still requires 8 when we load in game. Not sure whats up or if im doing something wrong.

Any advice would help.

Did you try changing the map? Also, is there anything above that line in your Startup.txt that might prevent it from executing it?
