Price structure change

We have changed the way that server pricing works, as a result of customer requests. There are now two tiers of FTP access -- a basic FTP that is like the old FTP and allows a customer to upload custom maps, edit configuration files, and do other operations not requiring admin mod; and a second FTP level that allows a customer to edit metamod.ini and becomes the only way to get a server with extras such as admin mod (which customers can then install on their own, or let us install for them).

This new pricing system will affect currently rented servers in the following way: Customers with FTP access and admin mod or HLGuard will be given FTP level 2; customers with just FTP access will receive FTP level 1; customers with just admin mod and/or HLGuard will continue with the current system (not given an FTP level) but are encouraged to upgrade to some FTP level.
