Lag/choppiness complaints

We've been getting a lot of lag and choppiness complaints lately following the classic "when more people join, the server gets really laggy" formula. When this happens, you should look to your client rate settings first (rate, cl_updaterate, cl_cmdrate). Usually such problems are the result of connecting to a badly configured HLTV server, which modified your rate settings (a bad HLTV server such as the ones used to broadcast the CPL).
