New ordering option: Ping accelerator

Renters can now purchase the ping accelerator option via its checkbox on the order page. We recently tested our ping accelerator on all our servers and found that while it increased CPU usage tremendously (thus decreasing the amount of servers we can run on a machine) and bandwidth a bit, it did decrease pings by around 10. We received some very positive feedback about it, and so we are offering it as an option.
