Many people are getting this error when they try to connect to HL servers. Here's what Eric Smith from Valve has to say about it:

thanks for the update. ive been getting those lately.

When is valve going to "fix" their VAC so it detects cheats.. go to any cheat site, and you can find like 20 diff versions of cheats that work with VAC. COME ON VAC!

That's true, Valve hasn't been keeping up with the anticheat very well. Personally, I'm hoping that their talks with UA about Cheating Death will be fruitful, and we'll get CD back in our toolbox. It was awesome at preventing cheats :)

it wont be the same old C-D though, its totally diff guy running it. before, in 1.3 it was ran by the guy with a alias named "CDeath" who seemed to know how to make one damn good anti cheat. Now the UA team runs it, and they arent as good of coders combinded as CDeath by himself.. What needs to happen is.. VALVE HIRES CDEATH and write code into the game its self, a C-D from within the game instead of his former method of hooking it.

I how I love typing retry 5 times in a row to connect to server.

Well, make sure you didn't change the location of the auth servers in woncomm.lst. You want them to be by DNS and not by IP.
