Sometimes, when a VDS is upgraded, Windows will show the correct number of CPU cores in the device manager, but does not actually activate the new ones. This procedure should work to address the situation.
  1. Click "Start" and type "msconfig" into the search field (under Windows 2003, click "Run" and type it there).
  2. Choose the "Boot" or "BOOT.INI" tab.
  3. Click "Advanced options..."
  4. Uncheck the box next to "Number of processors".
  5. Click OK to exit the dialog.
  6. Click OK to exit the System Configuration utility.
  7. Reboot your VDS.
