Apache 2.4 on Windows Server 2012 R2 4-Core VPS is a resource hog?

I have absolutely no idea how I might be able to fix this issue I am having with Apache and would absolutely love any suggestions or comments on the matter.

Every time I download something from the Apache server 2.4 (at ANY speed) it makes the murmur server lag. Hard.
It doesn't matter what settings I change on my murmur server or anything I have tried thus far on apache (not much, relatively new to it).

During all of my tests (listed below) none of the resources saw a spike in usage (besides network @ 10mbps, of course).

Unsuccessful attempts:
- Restarting apache
- Restarting the VPS
- Bypassing CloudFlare
- Limiting the bandwidth from the virtual host to 8mbps (1MB/s) with mod_bw
- Fresh install of murmur
- Lowering murmur's per client bandwidth usage in the config
- Having VPS moved to different hardware

Any and all suggestions would be helpful.

I should also mention this happens with any # of users as well, even 2.

Does your remote desktop connection also become hard to use? Do you see packet loss?

One thing that you could try is disabling the UDP checksum offload feature inside the network adapter. We've seen that cause performance problems in the past.

Yes RDP was doing that during some of these episodes. I made the change at it has appears to have fixed the issue. Thank you SO much.

I just wanted to update this thread for anyone that might stumble upon this by googling or whatever.

This did fix my issue. Have not had any problems since.

We also disabled it by default for new installs, so hopefully it won't be a problem seen by too many others in the future.
