Setting up CS:GO server

Can someone please instruct me on how to setup a CS:GO server? I have an unmanaged windows VPS, 1 core. I cant do Managed or i would cuz you have to atleast have the 3 core which is lame. But i tried following the Valve intructions.. but i dont understand them at all?

I downloaded SteamCMD.. but do i just put it in my empty "Game Installs" folder on my VPS and run it?
and "Start SteamCMD. At the Steam> prompt, set your CS:GO Dedicated Server install directory." Whats that even mean to do? I cant figure it out!
