VPS to Dedicated box

If I was to order a dedicated box, could I move my files / server ips to the dedicated box?

I would love to know if this can happen before I go and order one.

Same location, I would imagine so. If it's different locations, definitely not. Only way they can move files between locations is on managed accounts to another managed account.
