You will need to first upload your (fully updated) Quake3 distribution to the server. If it's a Windows server, you can start a server straight from there, by opening a command prompt, changing to the directory of the files, and executing a command like this:

quake3.exe +set fs_homepath c:\$itspath +set dedicated 2 +set net_ip $ip +set sv_maxclients $maxplayers +set com_hunkmegs 56 +exec server.cfg

Where $itspath is the path, $ip is the IP, $maxplayers is the number of players to execute, and server.cfg contains your desired server settings.

I don't know of a place offhand, but you may be able to find one. I know that the Quake3 code has been open-sourced, though I'm not sure about its other resources.

Didn't realize there were so many type of Quake 3 games.
Looking a server install packages, there are like 10 versions.

there are ~ 4K players in quake 3 reguarly. Not bad for game a decade old.

Had lots of fun with it.
