I think its easier to use the amxmodmenu to do it. Just type amxmodmenu in the console, go back to the normal gaming screen and select the restrict weapons option. Restrict the shield and then save changes.
It's a matter of preference. I like command-line interfaces better for various reasons, but most importantly, when I explain it, I can exactly specify how to do it in just two lines.
