For the linux vps in the tutorial section it only shows how to get 1000fps what about 2000, and 4000fps on unmanaged server

Getting those requires special Linux kernels and some company secrets. It is usually not possible to achieve those on an unmanaged machine.

Not if I added my own custom kernal on the dedicated server unmanaged.

On the windows dedicated server is power managedment disabled? and you guys use the HPET for the wallclock.

I believe power management is disabled but not 100% sure.

Yes if you used a custom kernel you could achieve higher FPS but that is something you will need to do.

I'd suggest posting on linux forums, they might give you a better idea on what you can do to increase server side fps.
Generally speaking a VDS may not be a good idea because of hardware limitations for something more than 1000fps.
Reason why NFo has dedicated machines for customers that chose 2k fps or 10k fps.

Honestly with all the recent upgrades valve released recently I don't think it's necessary to increase the FPS.
I run my server at 250 fps and it's fine for the most part.

I wouldn't recommend chasing >500fps for Orangebox. Valve has said publicly that they will be disallowing it in the future.
