Yes it was removed.

This was never meant to be shown to customers in the first place, actually; it was just meant to be shown to staff. A bug allowed it to be displayed to everyone, and I didn't catch it because I knew I was supposed to see the option.
Managed VDS/machine reboots are only needed if the time zone or HPET setting is changed, and serve no positive role outside of that. They can be very disruptive if done at the wrong times, such as when a backup is occurring, when a server is being created or destroyed, or when a maintenance event is in progress. We were notified of the bug in the control panel when a confused customer restarted his VDS because he thought it would improve performance and triggered one of these problems.

If you didn't help us find it, another customer may of taken it to the extreme and caused even worse issues for us.

sorry guys if ruined it for everybody.
also i am still certain that my server would perform like a boss when i restarted it every few days.
