I need to install the CEVO server-side client to our server, and it says step 1. Extract the files into the BASE HLDS directory (NOT cstrike).
Going into the ftp I only can get into the cstrike folders not to the base HLDS. Is this something the NF will install for the people who need it? Any help plzz.

If you mean the CMN server-side plugin, they have not yet released the Windows version of it for some reason. We've been waiting for them to do that.

Until they do, it is impossible to support it. If they are requiring that you run it right now, they are being unreasonable, and I recommend that you complain vociferously.

CEVO has informed the community that the win32 server side plugin will not be released untill tomorrow at the earliest. They say (and I quote):
PLEASE PLAY ALL MATCHES WITHOUT THE CMN ..... WE ARE HAVING OVERLOAD ISSUES AT THIS TIME AND ARE AWARE OF THE ISSUE. WE ARE ADDRESSING THIS ISSUE AND WILL HAVE A RESOLVE IN THE UPCOMING DAYS
