 Post subject: Ticrate vs. Server FPS?

I've read the tutorials about the ping accelerators you guys offer (I currently have a hyperaccelerated 11 man private), but I have a question. What is the difference between the HL cvar sys_ticrate and the "server FPS"?

With HL1, sys_ticrate tells the game what server tickrate and FPS you would prefer. The server tries to maintain this tickrate and FPS, but at times it may not be able to, because it has more work to do than it can fit in 1/sys_tickrate seconds, leading to a different actual FPS and tickrate as can be observed through the "rcon stats" command.
