There is an error in the file provided; mp_labmeth is shown as a valid map name. This is incorrect; it should be mp_lambeth. Also, this map name mp_bravo is called Mission ingame.
In the dsr files;
In order to change the respawn time you must disable hardcore. If hardcore is on respawn time defaults to 10 sec even if you change the setting.

Good to know. We just use the default files as provided by hldsupdatetool, so I hope they fix these in the future.

just turn your health down to 30 and that's the same as hardcore being turned on.
