Alright, I removed metamod and sourcemod after I fixed their crash to see if this random error I was getting saying server.dll could not call for shutdown I also reverted all my gameinfo.txt file changes and it still says this so now my server is messing up and doesnt work at all?

At that point, it would likely be faster and easier to just reinstall your server, especially if you do not have a lot of customization done to it. Have you tried running the HLDS update tool with the verify_all option?
