I have a question would I be able to force people who join my server to have a specific rate, cl_cmdrate and a cl_updaterate?

You can use a plugin to do that or if this is Source, you can use sv_mincmdrate/sv_maxcmdrate and sv_maxupdaterate/sv_minupdaterate.

For 1.6, sv_maxupdaterate/sv_minupdaterate are available.

I do not recommend forcing a single value, as one setting is not the best for all, can cause problems for several clients since they can't handle it.
