Is there a sub user option to set up inside the control panel? It would be very nice being able to only give out access to parts of the control panel to server admins while giving clan leaders full access.. Is this a possibility?

Yep, each individual service (game server, web hosting, etc.) has a "Panel access" page within its control panel. On that page is the option to add secondary users, with the access being adjustable after they are added.
