The problem may be more obscure, then. If custom sprays were working before, it may be that something changed to cause the problem. The next thing I recommend trying is disabling all addons for a few minutes on the server and see if the problem happens like that, just as a test. The most simple way ...

The most common reason I see for that is having uploads or downloads disabled on the server. Are both enabled on your server?

You mentioned 24% CPU usage. Is that overall, or on a single core? If that is overall, you may be hitting cap on a single core.
That said, Rust seems to be having performance problems since a recent update, with people reporting problems at other hosts as well.

There are a couple of things here I can suggest or ask. SRCDS has had the problem off and on for years, and generally the longer it runs without a restart, the more stability and performance can suffer. The only interaction with a BF3 server outside of our control panel is via rcon. If a BF3 server has lost connection, crashed, or otherwise stops responding, then rcon or any remote admin tools will not work. It is unusual for a manual restart to be needed anyway. The reseller program likely won't be coming back. The current plan is to instead replace both the reseller program from years back and the current referral program with a new affiliate system. It may be some time before the new affiliate system is available, though.

For both server types, it is best to do shutdowns and reboots from within the OS whenever possible to ensure a graceful shutdown. From outside of the OS, such as when done with the NFO control panel, a graceful shutdown is not always possible.

For the BF:BC2 and MoH games, while our own admin tools in the control panel have some functionality, anything like what you are describing would have to be done via rcon, or a remote rcon/admin tool. If the same models and such were intended to be used in the same location, the game should just figure out to use the files just as it did for players on the previous server.
